Lexicon Announces Promotions of Angela Mitchell and Chadd Harper at Prospect Steel
Strategic leadership expansion supports long-term growth and operational continuity
LITTLE ROCK, Ark. (Feb. 3, 2026) – Lexicon, Inc. has announced the promotions of Angela Mitchell to director of production control and material management and Chadd Harper to director of production scheduling and programming, both within the Prospect Steel division. The newly created leadership roles represent a strategic evolution of Prospect Steel as the company continues to grow in scale, complexity and capacity.
Both positions will report to Fraser Richards, vice president of production. The expanded leadership structure allows for an intentional transfer of Richards’ 30-year knowledge while strengthening the operation for the future.

These promotions reflect both their individual leadership strengths and our commitment to ongoing excellence.”
For decades, the vice president of production role has encompassed the full scope of Prospect Steel’s fabrication operation — from project scheduling and sequencing to material strategy, purchasing and inventory control. As Prospect Steel has grown to five fabrication shops and seen rapid technological advancements, Lexicon leadership decided to divide these mission-critical responsibilities between two dedicated leaders.

Mitchell, who has been with Prospect Steel for 21 years, brings deep expertise in material planning, purchasing, CNC programming and production control. She began her career as a structural steel detailer before joining Prospect Steel in 2004, steadily advancing through roles of increasing responsibility. In 2016, she was promoted to production control manager, where she led major operational shifts including remote workflows, paperless systems, robotics integration and more. She holds an associate degree in applied science from Arkansas State University–Beebe.
Harper joined Lexicon in 1999 and has held a wide range of leadership roles across the organization. He began in quality control before moving into production control management, overseeing purchasing, material management and programming functions. After 17 years in production leadership, Harper transitioned to Lexicon’s Custom Metals division, where he has spent the past decade as an estimator, material manager, purchaser and project manager. His broad operational background brings a holistic perspective to production scheduling and fabrication sequencing.
